The reason both of these resolution rates are usable for surgery is because 60P ('P' stands for "progressive" as differing from "interlaced") can render less smear and blur in close-ups when the surgeon's hands or instrumentation are fast. For surgery, we tend to lean towards optimal visualization when making a format choice, however, most endoscopic HD camera companies are putting out 1080 30P signals, so in that case it is typically better to match formats for the outside shots as well.
